    "content": "Senate Majority Leader, it is true that there is no connection in the law and the Standing Orders between participating in debate and voting on the matter debated. Secondly, it is true that even the tradition we have established – I think it is good for us, as a House, not to proceed on voting when we do not have the threshold – is not even a requirement of the law or the Standing Orders.
