    "content": "I am glad that the Chairman mentioned that when the national Government, through the National Treasury approached the Committee, they just wanted us to sneak in these figures in the previous County Allocation Revenue Act (CARA) of 2018, without going through the division of revenue. We can go a step further next time and ask them to bring the paperwork for all these conditional grants and the conditions they have imposed on the Kenyan nation. We would want to know how much they have committed in terms of debts to those counties and, lastly, who in the county or Treasury is oversighting the expenditure of these funds. That way, we will be useful to this country."
