    "content": "I sit in the House Business Committee (HBC) and this Bill was brought and there is a bit of confusion. Why? This is because not long ago, this House actually considered a similar Bill which was moved in this House by Hon. Duale, the Leader of the Majority Party. The Bill was the County Government Retirement Scheme Bill 2018. The one we have today is the County Pension Scheme Bill 2017. The introduction of the Bill by Hon. Duale, which is now in the Senate, says: “An Act of Parliament to establish the County Government Retirement Scheme for employees in the service of county governments to provide for retirement benefits for those employees and for connected purposes.” The introduction of the Bill before us says: “An Act of Parliament to establish the County Pension Scheme to provide for the management and administration of the scheme and for connected purposes.”"
