They were under what was called the LAPTRUST, which was created by a Gazette notice by the then minister of local government. With the new Constitution coming into being, county governments have two levels of Government just like in the national Government. There is the county executive and the county assemblies. Those two levels of government in the counties have distinct service boards. There is the County Service Board and the County Assembly Service Board. During public participation, there was a clear difference between the two levels of government. The county assemblies under the County Assemblies’ Forum had a different position on how pensions should be managed. The county executive which was under the Council of Governors had a different view. If this House has to make some mark in the management of pensions of county governments in the country, we will not manage that by burying our heads in the sand. We must be very open to the reality that in the national Government, the National Assembly and the Senate belong to a pension scheme which is managed by Parliament.
