    "content": "In terms of Article 109 of the Constitution, we need do things which end up as precedent for reference and use tomorrow. A Bill can be initiated in any of the Houses. A Bill concerning county governments may be initiated in this House and referred to the other House. If we are not careful how we handle a Bill that we have passed which is still pending in the Senate, and in the middle of discussion a Member realises that there are some legislative interventions which may be similar to what has been passed, but which were not incorporated, we need to be careful because we will have a myriad legislations that are of the same intention but appearing as different Acts of Parliament. Senate and the National Assembly are one Parliament. So, we should have harmony in how we approach this matter."
