    "content": "I am trying to persuade my friend, whom I am sure has looked at Article 109 of the Constitution, that we need to consider it a little bit more by stepping it down and consulting, as the Leader of the Minority Party suggested and I concur. Let us take these views to the Senate. They may or may not be incorporated, and if they are not incorporated, my friend has an opportunity to bring the Bill back here as an amendment and we will bring in whatever has not been incorporated. But, trying to have two pieces of legislation that are competing for space will be very untidy as a Parliament, whether it is the Senate or the National Assembly."
