    "content": "I, therefore, find it touching on unconstitutionality to allow the Minister for Justice, National Cohesion and Constitutional Affairs to be the one presenting the Bill before this House. I would request the Chair to guide the House as to whether we can or cannot allow, so as to be seen to be complying with the new Constitution, the Attorney- General, as contemplated in this Constitution, to be the one doing what Mr. M. Kilonzo is seeking to do."
