    "content": " I respect Hon. Kajwang’ because in the 11th Parliament he was sitting where you are seated. Therefore, I do not expect that he will have forgotten about Private Members’ Bill. As I second, the formula is very clear and we are talking on what we saw during public participation. When we looked at the councillors who came before us, we did not want our current MCAs to go through that. We do not want our current Members of Parliament or any member of the public to go into a situation where they suffer. I want to make it very clear. If there is any confusion, we saw it during public participation.
