    "content": "Mr. Speaker, Sir, I am alive to the fact that the Commission is not in existence. For any piece of legislation presented before this House, we need to be sure that it is the Attorney-General who has participated in its preparation. It would only be more acceptable to us if the Attorney-General presented the Bill before this House. I do not understand how we can confirm, when the Minister for Justice, National Cohesion and Constitutional Affairs, who is not the Attorney-General, presents a Bill before this House, that the particular Bill has the blessings of the Attorney- General. So, I am asking the Chair to ask the Government to present this Bill before the House procedurally."
