    "content": "I have gone through this Bill and I must commend Hon. Njajagua for it. However, there are a few observations that I require to make so that we can strengthen or make it more effective in the management of pension schemes. The Bill provides for the list of Members who will form the board of trustees, however there is an omission and there seems to be no direct representative of the contributors. It only lists a number of members, but it seems to have excluded the ordinary members in electing their representative. The only place that seems to suggest that reads: “five other nominees from the county governments nominated from three most representative employee unions.”"
