    "content": "This Bill has greatly improved what county council employees previously complained about. One of the complaints was that funds remitted to their pension scheme were not being submitted. The employees have a right to have their funds sent to the pension scheme. This Bill proposes punitive action for any person or county government that does not submit those funds to the pension scheme. That is a very wonderful idea."
