It is a requirement nowadays that before we debate, we must have a committee report so that we look at it to establish if the Bill has gone through public participation for purposes of informed decision-making. But even if a report is there, the House can veto it. This is what I thought I should inform the Members. What the Committee comes up with does not mean it will automatically see the light of the day. If the Committee is not convinced, it can make a contrary decision."
