    "content": " This amendment is good. I do not see the Member for Mathira Constituency who has been arguing for “kenyanisation”. I support this. Again, the Chair needs to tell us why he wants the applicants to undertake to construct at least 500 base transceiver stations across the country. You cannot allow Kenyan investors to pay the spectrum fee over a period or 10 years and, at the same time tell them to do at least, 500 base transceiver stations. That is another huge investment. The Chair can tell us what the rationale for the 500 is.
