    "content": "Mr. Speaker, Sir, the Bill that has been read finds anchorage and leverage in the Constitution, through Article No.262, which is, transitional and consequential provisions as set out in the Sixth Schedule. Transition Clause No.54 states that Articles 248 to 254 will apply to this Commission, which is the Commission on Implementation of the Constitution. Articles 248 to 254 are actually the building blocks of Chapter 15 of the Constitution, which is, Commissions and Independent Offices."
