    "content": " Thank you very much, Hon. Temporary Deputy Speaker. I would like, as I speak on this matter, to say that one of the reasons why we are in this august House is to make legislation. As I speak on this matter, I would like to draw the attention of the House to the fact that was raised by Hon. (Dr.) Mulu earlier, that the House is in the most important angle of making legislation, that is, the Committee of the whole House. As I make my submission, I want to remind the House that Hon. (Dr.) Mulu had drew our attention to a matter which, in my view, should have elicited the kind of emotion and passion that I am seeing now, but which did not come up. That point was that the matter we are dealing with here is a matter so substantive that it would have required not to be addressed in a miscellaneous Bill."
