When you look at what is trying to be taken care of by these provisions is basically in regard to an offender who is being restricted to a certain area so that he can be observed by the probation officer. If you limit it to a whole county, that observation will not be possible. I agree that it is probable that we should go for a sub-county or a smaller area."
