    "content": " I want to agree that our constituencies are currently sub counties. I am not satisfied if we have a definition of “sub-county” in the Constitution. If the answer is a no, I would propose that I delete this amendment so that I am able to relook at the whole issue and see how we can bring the amendment later. We need to make laws that are not. going to cause more confusion on the ground. I withdraw."
