    "content": "The rationale for this proposal is that volunteers should not be facilitated using public funds as they render services without any promise of remuneration. Such a practice would discourage the institution from engaging officers in full time employment. This is a proposal that we want to request the House to approve so that we do not reward volunteers to give services without any promise of remuneration. That is the basis of that amendment."
