    "content": " The rationale for New Section 11 is that the Committee proposed to delete the words ‘principal probation officer’ wherever they appear and substitute therefore the word ‘Director’. That is the basis of our amendment and this is from New Section 11 all the way to 16 but as you have said, we should deal with Section 11 first and then we move to the others."
