    "content": " Thank you, Hon. Temporary Deputy Chairlady for giving me this opportunity. This debate that introduces a new section is very fundamental. It is a section which will enable me to print my ID from Kitale or Mombasa and it is a new structure that we are putting in place. My worry is, if we put it as a miscellaneous amendment, we will be giving it the attention it deserves? It is a very important system for this country; we need to bring it in as a substantive Motion to be discussed. Thank you, Hon. Temporary Deputy Chair."
