    "content": " Thank you, Hon. Temporary Deputy Chairman. I have perused this Bill and I reject the issue of insurance. It takes time to process the transfer of documents. As you process them, you require an insurance cover. So, when it says it must be the registered owner only, that is limiting and it is not welcome. Therefore, I reject this amendment. Thank you."
