Temporary Deputy Speaker, I do not support that amendment because if there is arbitration – arbitration is an ongoing process and we have seen it work – and the Registrar has already appointed an arbitrator, why would he refer again to the Cabinet Secretary per se ? I do not think there is any need to refer the matter to the Cabinet Secretary again because you will actually be usurping the role of the Registrar in his mandate to appoint an arbitrator. It means the Cabinet Secretary will have influence on the kind of arbitrator that comes in. I oppose."
