    "content": "I say this because there are programmes coming from the World Bank and other donors that are clearly defined to benefit cities. It means that we will end up with such huge doses of donor support ending up in only three counties out of 47. We would want to enlarge. In future, we, as a House, should legislate that every county headquarters qualifies, subject to meeting certain requirements, to be called a city. We need to see benefits conferred upon these areas. I look forward to seeing the real amendments in the Committee of the Whole, so that we deal with them appropriately."
