    "content": "We were here last term when the Governor for Kericho County was brought to this House, pursuant to a public-private partnership memorandum he had signed at the county level. Part of the reasons why he was brought here was because there was no legal framework of engaging with private entities for purpose of partnership, partnering and delivery services at the county level. This Bill seeks to deal with that anomaly."
