    "content": "This law also gives the county governments the mandate to approve the county priority list before they can submit it to the PPP unit for publication along other national Government priority projects. The counties, therefore, have the mandate to ensure that they provide that list. It should be remembered that the PPP unit is managed in a centralised manner or is a national entity that requires considering both the county and national projects, and not just for one sector.
