    "content": "In continuation of the same, the Bill provides that when the committee receives those projects, it goes to the Cabinet. The Bill also sets out expressly the technical expertise that a contracting authority shall have to procure - development, preparation, procurement, contract negotiation and management of a project - under this Act. It states that there must be an assessment of the technical expertise of the contracting authority. Clause 10(b) states that;- „Where the unit finds that the contracting authority does not have the technical expertise to procure the project under this Act, the contracting authority shall, in consultation with the unit, appoint a transaction advisor to assist the authority in the preparation, procurement, contract negotiations and financial clause phase of a project.‟ There is recognition under the Bill that the counties, an entity, a parastatal or any other entity may not have---"
