    "content": " Thank you, Mr. Speaker, Sir, for protecting me from Sen. Orengo and Sen. Cherargei who have arrived in the House in an exciting manner for reasons that I may not know. I would only want to say that they were absent when we wanted to vote. In this Bill, there is recognition that a procurement entity or a contracting entity may not have the capacity to undertake the Public Private Partnership (PPP) consultation processes. To avoid a situation where a private entity is going to take advantage of the public sector or the lack of capacity in the public sector, this law states that the unit must provide that capacity to be used to assist the county or national entity in pursuant of that important process. The law, in Clause 14, also provides for the procedure of preparing and evaluating the report.
