    "content": "We need to undertake risk assessment to ensure that we do not engage in enterprises that will not make us move forward in terms of national and county needs. Provisions of Clause (9) are useful in terms of making technical assessment. The people would be able to prepare these technical assessments all geared towards procurement preparation and contract negotiations. These are important tools to use to ensure that any enterprise undertaken under this Act and the amendments proposed, fulfill their ultimate objectives."
