    "content": "Thank you, Mr. Deputy Speaker, Sir, for this opportunity. My colleagues have elaborated more on this amendment. From the outset, I support it. We are continuing to build capacity of most of our county governments. I thank Sen. Mutula Kilonzo Jnr., because there is a wrong perception even in the national Government and other stakeholders that the county government means county executive. I will try to engage our Members of National Assembly, especially from my county, in capacity building so that they get to know that county government does not mean county executive. It means county executive and county assembly."
