    "content": "Let me start from where Sen. Mutula Kilonzo Jnr., left. He talked about the Lake Victoria Economic Bloc. It is a good idea. However, I thank the people of Kakamega County for going to the High Court to block the establishment of a bank where everyone of the 14-member counties is supposed to contribute Kshs200 million. Some people seem not to be aware that there is a Constitution that was promulgated in 2010. The reason residents have moved to court with regard to the creation of the Lake Victoria Economic Bloc is because of one thing; public participation.
