    "content": "There is need for proposals to be done so that we know how county governments benefit from projects. When a proposal is being done, it is important that procurement of whatever is agreed upon is done in a procedural and transparent manner. This will ensure that no questions will be asked with regard to what was procured, who was given the tender and all that. There is need for policies to be put in place to ensure that procedures are done in a manner where there is a win-win situation for both parties in a PPP arrangement."
