    "content": "Not only is there a priority list within the counties, but there is also a priority list in comparison with the national Government goals. This enables a more targeted development procedure within a particular county. Whatever it is that the PPP agreement is being put on, it is very important as emphasized in this amendment Bill. For every contract for the design, financing, construction, operation, equipment, management or maintenance of a project or provision of public services undertaken as PPPs, the provisions in this Bill will apply to the contract.
