    "content": " I want to support and congratulate Hon. Nyikal for this amendment. In the text by which this thing appears, the amendment in the Bill seeks to bring two persons whose knowledge and experience it considers necessary. The Muongozo arrangement now has moved from the big discretion to Cabinet Secretaries. It were better if the Cabinet Secretary was circumscribed to certain merits, skills or experiences that a person may have to be able to perform the functions we are talking about. To the extent that it is so general and open, I think it is an amendment which can easily be abused. What we need to tell Members is that we do not have to win or lose when we legislate here. We need to state the position as it is. Ours is to go on record as having said it. One day, somebody will look at the HANSARD and say what it was that we stood for. So, I support the amendment by Hon. Nyikal."
