    "content": "(b) The students who have been cleared by the Ministry for the last four years for overseas studies are 2,401 but this number does not include a good majority of who make their own arrangements to go overseas. Those who come to the Ministry are only those who need visas or clearance. Others are those who have scholarships which have been organized through my Ministry. There are many more students who make their own arrangements and they do not report to the Ministry to indicate that they have gone to this or that country. The steps that the Ministry is taking to ensure utilization of existing capacity in the private universities include but are not limited to the following:-"
