"content": "However, this was delayed for four months because the African Development Bank (ADB) had to seek tax exemption from the Treasury before they could release this project to us. Although, the Ministry had applied for this tax exemption, it was delayed for four months. By April, we were able to get tax exemption which can never be processed by the Ministry of Water and Irrigation. It can only be processed by the Treasury. There was no way the Kenya Power and Lighting Company (KPLC) could have connected us until the project was completed. We applied to the KPLC on 23rd March, 2009 but it was not until 13th November, 2009 when they gave us the quotation. If the hon. Member wanted to see the facts, he could have asked me to come and table all the relevant documents instead of coming here and attacking an innocent Minister for things that he never asked for. We went ahead and made full payments in March 2010. We made full payment to the KPLC in March 2010. This is a special transformer and the hon. Member, who is an agricultural engineer, should be able to know that they are special transformers and they had to make the orders. The KPLC moved on site on 16th September, 2010 and are installing the transformer. Therefore, we shall be commissioning this project anytime from now."
