"content": " I beg to move: THAT, the Schedule to the Bill be amended by deleting all the proposed amendments to the Land Act, 2012 and substituting therefor the following— s. 23 Delete sub-section (2) and substitute therefor the following new sub-section— (2) A lease or licence for private land within the meaning of Article 64(b) of the Constitution shall be issued by the Cabinet Secretary and registered by the Chief Land Registrar. I agree with Hon. T. J. It is just to make clarity on issuance of leases and licenses. It says they should be issued by the Cabinet Secretary and registered by the Chief Land Registrar."
