    "content": "Basically, the justification is that some public lands are administered by the counties while others are by the national Government. This amendment will help both levels of Government to recover any debt owed to them through land rent, loyalties and reserved payments. I want to make it clear so that everybody knows his loyalties and rents on a piece of land they administer."
