    "content": "Mr. Temporary Deputy Speaker, Sir, the population of Naivasha has gone up over three times. As an emergency measure, we want to rehabilitate what is there. This is because you cannot issue funds for emergency for what is not already in existence. We also agree that because of the growth and because we have put in more facilities now, that will require new sewer lines--- In fact, everything must be now tripled. That is why we require over Kshs1 billion to make sure that Naivasha is safe."
