    "content": " I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Universities Act, 2012 by - (b) deleting the proposed amendment to section 39(3) and substituting therefor the following proposed new subsections – “(3) the Vice-Chancellor of a public university shall hold office for a term of three years and shall be eligible for reappointment for one more term, upon satisfactory performance, as evaluated by the Council. (3A) A person who immediately before the commencement of this Act, is a Vice- Chancellor of a public university, shall remain in office for the remaining period of his or her five year term, in accordance with the terms and conditions of their appointment”. The justification is that the Committee and stakeholders were of the view that the recruitment of Vice Chancellors and Chancellors of Universities should not just be left to the Public Service Commission; there is also need to include more stakeholders in the recruitment."
