    "content": "Poverty alleviation is our priority in this country. When you go round this country; when you to go to slums or the entire ASAL region, you will see what we call hardcore poverty; abject penury; people living on less than a dollar per day. That is quite unfortunate when you look at the normal benchmarks that are used to measure development. So, we should take our people forward by ensuring that the money that is meant for them is taken to them. I wish to recommend and support the CDF Committee Members that this money should be disbursed as a matter of urgency to this Committee for onward transmission to the CDF Management Committee."
