Then, it becomes very frustrating because, really, for us to achieve success in these projects, the wheel of justice must move faster. You find a case where clearly funds have been misappropriated, a report is made and three months down the line those who are known to have misappropriated the funds are still roaming the countryside. Let the wheels of justice move a little faster in cases where funds have been misappropriated."
