"content": "Mr. Temporary Deputy Speaker, Sir, finally, as a House, we know that one of the main purpose of the CDF is to alleviate poverty at the constituency level. I think we will go a long way, if we can have capacity at the local level. We get a lot of frustrations. Recently when I was doing a tour of projects in my constituency, you are told that the contractor or Engineer who has been given projects in primary school âAâ is also the same one who has been given projects in primary school âBâ and âCâ. Yet he does not have the capacity to do so. I think we should look at ways and means of improving of CDF. One of the areas that we must speak about, as a House, is capacity. The Government must make sure that those who claim to have capacity to do this and that can actual do so. There was a time when we had very well functioning village polytechnics which were able to produce very good fundis . At some point, the emphasis on village polytechnics was lost. There are some constituencies in this country who do not have good fundis . My own thinking is that the little projects that we do in our constituencies, be it the construction of a classroom in a primary school, a water project in a dispensary, do not require the expertise of top notch engineers. But what we need is just people with good qualifications, who understand and can do good work at the village. Ideally, each one of us wants to improve our constituencies, to make our people earn more money and to generally fight poverty at the local level."
