    "content": "Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion. I want to start by saying that we are seeing impunity perpetuated. Kenya is a new Republic today. We are in our Second Republic. Therefore, we will not allow this impunity to continue. The law is clear. The law says not less than 2.5 per cent. The Minister continues to give us less than 2.5 per cent. This is impunity. We demand accountability from our Minister on behalf of Kenyans. I am glad that the Minister is here. We want this money immediately."
