    "content": "Mr. Temporary Deputy Speaker, Sir, the reason why this House is going to be very unco-operative with the Minister is that we recently passed a new Constitution. The new Constitution is very emphatic on devolution. The most critical element of devolution is financial devolution. With these trends, we fear that Treasury has no respect for this devolution. We want to see Treasury start to demonstrate that they can release funds. The new Constitution says devolved funds must be released without undue delay. They must be released in their quantum. I want to ask the Minister to guarantee to this House by end of the Motion, that the whole country will get what it deserves in the name of CDF. Otherwise, this House might be left with very few options, but to frustrate the Ministry of Finance Bills."
