    "content": "They should be able to identify the difficulties or problems before they engage in oversight because it normally takes a very long time before we get the Auditor-General‘s report. For example, right now, we are dealing with the report of 2014/2015 and, therefore, there is a lapse of almost three years. It is important that we capacity build our MCAs so that they are in a position to be proactive in the way that they do things."
