    "content": "Mr. Temporary Deputy Speaker, Sir, I sit in the Committee on Finance, Planning and Trade and many times we call the Minister for Finance. I am very pleased that the Assistant Minister always comes, but when we call the Permanent Secretary or somebody else and we have budget meetings, they send junior officers who cannot answer our questions. This is the impunity that we are working with. I feel for the Assistant Minister because he has to support what is a very corrupt and disorganized system."
