You must get the district accountants working on a normal basis. I speak about mine who disappears for two or three weeks and tells people to take cheques to Ahero to be signed. He does not even give authority to his deputy accountant. We have to go all the way to Ahero. This impunity in the Ministry of Finance must stop.
