    "content": "Mr. Deputy Speaker, Sir, health is one of the most important sectors in this country. Therefore, universal health care is something we need to achieve in Kenya. As far as the leasing of equipment is concerned, we, as the Committee on Finance and Budget, have difficulties. As mentioned by my other colleagues who have spoken before me, the figure was initially Kshs4.5 billion, then it went up to Kshs6.1 billion in the Financial Year 2017/2018. In the current Financial Year 2018/209, it is Kshs9.4 billion. This translates to Kshs200 million per county per year.
