    "content": "current budget, and 52 per cent of the current budget goes to devolved units and 48 per cent is left with the national government. Back to this Bill, I want to urge this House to pass it because this House is reclaiming its constitutional position in treaty making. Moreover, where we have said that every treaty becomes law, if this Senate as the defender and protector of counties, their governments and interests does not get involved, you will find somebody sitting in the national Government signing a treaty giving away Lamu or Mombasa ports or our highways or oil without us getting involved. We must defend our territory. As Justice C. B. Madan used to say, jurisdiction is not given, it is grabbed. This House must grab back our jurisdiction and look for even more jurisdiction. We must reclaim the internationally acclaimed position that every Senate, wherever it lies, is the upper House and the National Assembly or House of its equivalent, is the lower House. Therefore, things will always move. As we say in science, hot air rises; it does not go down. I beg to support."
