    "content": "Just like the Standing Orders protect colleagues from imputing improper motives on each other unless there is a substantive Motion, even senior or junior staff of the House should be offered some protection as well so that if you refer to Mr. Ndombi, a senior officer of the House, as having acted improperly, the best way should have been to raise that with the Clerk’s Office or with the Office of the Speaker, so that we avoid discussing staff on the Floor of the House."
